Official format of a HSRP


The exact format of an official High Security Registration Plate (HSRP) has uniform fonts across India. 
All the black letters have India written diagonally as watermark. The Engine Number figures on the left along with the hologram and the IND marking. Even the rivets which fixes the number plate has special embossed letters.  

The plates are fixed to the vehicle at the RTO/ PVD premises by the agency which is selected after a strict tendering process. 
A car/ bike owner can be prosecuted if any tinkering is done with the number plate. 

You can't go to some shop or garage to get HSRP fixed. That's absolutely illegal. 
The men at the RTO can't hand over the plates to you. The fixing has to be done by men from the company who make the HSRP. The plates need to be fixed with special rivets authorised by the RTO/ MORTH. 

If it's a common nut and screw fixture that you resort to, the police can can slap serious cases against you. 
In the event of an accident or some untoward happening, you have to file an application to your home RTO and get new plates fixed. 
That's the reason it's called High Security Registration Plate (HSRP). Even the fixing is totally secured.

IND written on number plates mean nothing, HSRP is what is needed

I keep reading in various automobile forums about police stopping out of state vehicles for not having the IND number plates. The facts are as follows. 

IND written on number plates mean nothing. 

The special tamperproof plates with holographic stickers, etc are called HSRP (High Security Registration Plate). You can't get it made and fixed from any car accessories store.  In most states you can't fix the HSRP yourself. It has to be rivetted to your car/ 2 wheeler with a 'special' rivet. 
The onus of providing  HSRP is with the State Government and the RTO. 

Various state governments have their own set of rules/ ways to work. Broad guidelines have only been issued by MORTH. Implementation lies on the state government/ RTO. 
In West Bengal, AS, OD, JH, BR you can't apply for a HSRP. It's only while buying a new vehicle or during renewal of tax or fitness certificate, the HSRP is fixed at the RTO premises by their vendor(s) who are selected through a tendering process. 

I have been told that some state governments have online system of applying for HSRP. I am not sure about the truthfulness of the fact. Supposedly, on payment of the fees, the HSRP is couriered to the registered address. The owner can get the plates fixed. I am not sure about which states have this rule, but if that is the system, the very purpose of HSRP is defeated. 

However, in most states, if the government or RTO doesn't give out HSRP as yet (irrespective of the age of the vehicle), there's nothing that you can do. That doesn't mean that you can't drive around elsewhere in India.

Only a handful of states offer online ordering of HSRP for cars/ two wheelers as in December 2021


The official website for booking HSRP/  High Security Registration Plate (https://www.bookmyhsrp.com/) has only a couple of states in their drop down box and they are Delhi, UP, Himachal Pradesh, etc as in December 2021.

If your car is registered outside these 3 or more states, was bought before April 2019 and police stops to fine you for not having a HSRP, please show this to them!
