Safe volume of fuel should always be much lesser than the volume of the fuel tank


 
The quantity of fuel (petrol or diesel) that you can fill in the fuel tank  of your car can in reality always be more than what is mentioned in the owner's manual of the car. 
The owner's manual mentions the safe volume of fuel that should ideally be filled in an absolutely empty tank.
