There's not much that can be done to waive the 'Drive without DL' component if a fine of ₹5000 is slapped on roadies in addition to the ₹2000 for overspeeding. 

Even if one calls up the transport inspector, he will simply ask to email the DL, and that will ensure that the fine is reduced. But actually the person who is going to do all these work will say ur dl will suspend for 3 months. Which many of us won't agree, cz we have to drive within 3 months. Next procedure if you dnt want to suspend dl, then go to court and take a lawyer and fight for that 5k, which is absolutely not feasible, bhai this is a common case in Bhadrak RTO and this is their way of earning slush money.

End of the day it all went in vain. We have to pay that 7k . I have tried almost all possible way and the conclusion left with either 3 month DL suspension or contest in court for 5k or pay the whole amount ₹7000.
